Already live for users, Chrome has introduced a new feature called Minimized Custom Tabs.
In select apps like Gmail, opening a web link in a Chrome tab now lets you minimize that page into a floating picture-in-picture window. This allows you to easily switch between Chrome and the app you’re using. You can also move the floating bubble around the screen.
The Chromium team has confirmed this as a Chrome feature but hopes other browsers will adopt similar functionality.

I checked this feature in Gmail and can confirm it works. When you open a web link, a new downward-facing arrow appears in the top toolbar. Tap the arrow to minimize the tab and return quickly to Gmail.
